Redundant, Repetive, Unnecessary, and Superfluous
Written like a clever high school student trying to write a 2000 word essay but unable to think of anything to say.
The author repeats virtually the same phrases over and over to the point where it seemed like a prank. 'Move along folks, nothing to see here.'
