1952年、岡山県生まれ。
政策研究大学院大学名誉教授。東京大学名誉教授。
専門は財政学・公共経済学・経済政策。東京大学経済学部経済学科卒業、 ジョンズ・ホプキンス大学大学院博士課程修了(Ph.D取得)。
東京都立大学経済学部助教授、大阪大学経済学部助教授、東京大学経済学部助教授、
同大学教授、同大学院経済学研究科教授を経て2015年同大学名誉教授。
同年4月より政策研究大学院大学教授、2022年4月より現職。
著書に『大学4年間の経済学が10時間でざっと学べる』(KADOKAWA)
