On October 24, 1944, more than 200 American soldiers were surrounded by German infantry deep in the Vosges Mountains of Eastern France. Signed on September 2, 1945 by Japanese and Allied leaders, the instrument of surrender that formally ended the war in the Pacific brought to a close one of the most cataclysmic engagements in history. The surrender fulfilled the commitment that Franklin Roosevelt had made in 1943 at the Casablanca conference that it be "unconditional". Though readily accepted as policy at the time, after Roosevelt's death in April 1945, support for unconditional surrender wavered, particularly among Republicans in Congress.

Less than three months after Japan bombed Pearl Harbor and inflamed the nation, President Roosevelt signed an executive order declaring parts of four western states to be a war zone operating under military rule. The US Army immediately began rounding up thousands of Japanese-Americans, sometimes giving them less than 24 hours to vacate their houses and farms. For the rest of the war, these victims of war hysteria were imprisoned in primitive camps.
