When Chicago businessman Abbot O'neal grudgingly acquiesces to his pastor’s insistence that he enter the election for the seat of a popular county commissioner, he unwittingly gains a glimpse into the thriving cesspool of crime and depravity flourishing under the approving eye of city government.

Disgusted by rampant and wanton lawlessness in his community, and the lingering pain over his father’s senseless murder thirty-six years before, Abbot becomes driven enough to put his marriage, his livelihood, and his very life on the line to bring down the man he believes is the key enabler of corruption in the city.
