PA State Rep Aaron Bernstine thanks Donna, Lee and Laurie for their years of service in protecting children

  • PA State Rep Aaron Bernstine thanks Donna Kshir, Lee Roberts and Laurie Ann Smith for the years they spent advocating for the rights of children. Rep. Bernstine shares the email he received from Donna in August 2024 presenting him with her idea of a public child abuse registry. Donna and best friend Lee Cougardawn Roberts spent 9 years petitioning for a public child abuse registry in Pennsylvania. The idea came to Donna as she was working on Conner's Law - Kentucky. Ronald Saunders ll tortured and killed 2 year old Conner Bachauss. He served 5.5 years in prison for Conner's death. A month after being released from prison Ronald would abuse yet another child. It was then Donna thought if there was a public database like Megan's Law but for violent offenders convicted of child abuse -- it could be used as a tool to prevent child abuse. One could look it up to see if someone had ever been convicted of a violent crime against a child before getting involved with them, inviting them into their home or getting into a relationship with them. That information could be used protect children and ultimately save lives.

    Currently, Rep. Bernstine created a bill known as PA HB 849 2025-2026 Regular Session.
