Harriet describes the aid provided through the Coordinator of the Government Activities in the Territories (COGAT) a unit in the Israeli Ministry of Defence. Prior to October 7, 2023, COGAT had a strong working relationship with various countries to deliver civil engineering projects, including a desalination plant that would have made Gaza self-sufficient in water and projects to address power shortages. COGAT also had signed contracts with the Palestinian Authority (PA), Qatar, and the EU to deliver natural gas to Gaza, which would have addressed their energy needs. On October 7, Hamas bombed their own electricity lines, cutting off 90% of Gaza's power and destroying critical water infrastructure, which contributed to the humanitarian crisis. In spite of the horrors of October 7, COGAT has continued its humanitarian work, coordinating the vaccination of 90% of children in Gaza against polio, facilitating the evacuation of 20,000 people through the Rafah Crossing before it was closed by Egypt, and working with UNICEF and other NGOs for aid delivery.
