Hurricane Rafael makes landfall in Cuba as a Category 3 storm after knocking out power on the island

  • Hurricane Rafael has strengthened into a Category 3 storm before it's expected landfall in western Cuba. It another stroke of bad news for Cuba. The Caribbean country has been struggling with blackouts while recovering from another hurricane two weeks ago that killed at least six people in the eastern part of the island. Forecasters warn Rafael is expected to slam into the island today after dumping rain on Jamaica and the Cayman Islands, knocking out power and causing mudslides.
