Cairo of 1908 lives by and in its cafes. Now, suddenly, Cairo's cafe culture is threatened by gangs in the protection business. The task falls to Gareth Owen, the Mamur Zapt and head of the secret police, to find out who is behind this threat to Cairo.

When a body is found on the new electric railway line, Owen has to discover whether this is just another of Egypt's revenge killings or whether the murdered man had got caught up with the power groups jostling for position around the new railway.

Cairo, 1909. The murder capital of the world, where deaths are two a piastre. But the death of an effendi? That is something different. Effendis, the Egyptian elite, are important. Especially if, in a country ruled by foreigners, they happen to be foreign. Gareth Owen, the Mamur Zapt, is called in to investigate. But is he the right man to be investigating?

Egypt, 1914. It is the beginning of the war and Gareth Owen, Mamur Zapt and Head of Cairo’s Secret Police, is given the unhappy task of rounding up enemy aliens. But, in a land where adoption of foreign nationality is a popular means of avoiding trial by an Egyptian court, determining who counts as German proves contentious. And then there’s the face in the cemetery.

As the clouds of World War I threaten to engulf Egypt, Gareth Owen, the Mamur Zapt, head of the Secret Police, confronts a series of personal and professional challenges, from the pitfalls of his marriage, to a riot in Cairo's Camel Market.

Gareth Cadwallader Owen is the Mamur Zapt, the Head of the Khedive's Secret Police. However, unlike his British colleagues, Owen works for the Khedive. It's not a comfortable perch, as agitation for political and social restructuring grows. Furthermore, Owen is married to a pasha's daughter, Zeinab, herself straddling a cultural divide.
