The NCAA rule change allowing athletes to transfer to another institution and be immediately eligible has changed the landscape of college athletics, especially basketball and football. Former NCAA Infractions Committee Coordinator and current NCAA premier consultant Chuck Smrt lays out what the transfer portal is, how it works, and the reasons why it came into existence. Chuck has 40 years of experience working for and with the NCAA and its institutions concerning rules compliance.
