Meh.
TL;DR: Well-to-do, socially and financially secure women use their female charms to pass messages. Overall, they have little personal investment in spying, they are exercising the luxury of living their values. Tubman and Bowser were the only ones directly and dangerously invested.
I was expecting to read about incredibly clever spycraft but there just wasn't any.
