The original, authentic Carswell Mandate, a world-changing papyrus, is uncovered by Julia Carswell, the cousin of Steve Fisher. She is also the major donor to the Penn-Carswell Expedition, created to uncover precious objects first spotted by Steve. Julia is tortured and abducted by a violent fringe group of religious fanatics in order to retrieve the papyrus.
