4. Guard all oceans and ports from drug cartels and invaders.

5. Closely observe all harbors and ports of every size, for the attempted arrival of drug cartels and foreign invaders.

6. Secure all airports in the nation, of every size, from the arrival of drug cartels and foreign invaders.
