Berlin, 1934. Unter der Eisenbahnbrücke an der Liesenstraße liegt die Leiche eines SA-Mannes. Kommissar Gereon Rath und sein früherer Kollege Reinhold Gräf, nun für die Geheime Staatspolizei tätig, bilden eine Sonderkommission. Während Gräf von einem politischen Mord ausgeht, ermittelt Rath in eine andere Richtung. Er entdeckt Verbindungen zum zerschlagenen Ringverein "Nordpiraten", der seine kriminellen Aktivitäten als SA-Sturm getarnt fortsetzt. Als ein zweiter SA-Mann erschlagen aufgefunden wird, scheint alles auf eine Mordserie zu deuten. Eine Spur führt in den seit Kurzem geschlossenen Lunapark und Rath fragt sich, welche Rolle Unterweltboss Johann Marlow, ein Erzfeind der "Nordpiraten", in diesem Fall spielt.
