Het Ministerie van Oplossingen gaat op reis!
Al vijfendertig jaar staat de Haviksburcht leeg. Volgens de buurtbewoners in de Zwitserse heuvels spookt het er. Maar is dat wel zo?
Een paar kilometer verderop wordt de Internationale Conferentie voor alle Ministeries van Oplossingen ter wereld gehouden. Daar ontmoeten Nina, Alfa, Ruben, Kai en mevrouw Vis de veertienjarige Elin van het Zwitserse Ministerie. Zij neemt de kinderen mee naar de Haviksburcht. Als ze bewijzen dat het er niet spookt, kunnen er weer mensen wonen. Ze gaan direct op zoek naar een logische verklaring voor alle enge verschijnselen. Maar waarom krijgt Nina steeds kippenvel als ze de verlaten burcht binnen gaat? En wat is er aan de hand op de conferentie, waar de volwassenen steeds bozer op elkaar worden?
Het Ministerie van Oplossingen en het spook van de Haviksburcht is een spannend verhaal over een spookachtige legende, met een vleugje internationale samenwerking, minstens één achtervolging én natuurlijk Zwitserse chocolademelk.
