American values are better upheld and democracy furthered globally when the U.S. behaves abroad as it expects its citizens to behave at home, respectfully engaging the international community through diplomacy, using economic sanctions to provide incentives for compliance, and resorting to military force only when national security is endangered. Covert action however can wreck democratic processes at home and abroad. Several former CIA agents have concluded that the CIA is its own worst enemy and thereby the enemy of the United States as it spreads a culture alien to American character and values. Paul F.
