Inconsistent character behavior

Could have been a great storyline in spite of the absence of any national strategic understanding by the author.
However, the indestructible villain character which our hero fails to deal with despite multiple opportunities ...ho-hum. this is a departure from the Protagonists behavior built up over the first two books. Very disappointing.
Hope the next few books are better.
