Janice and Sue Harmon go on a meandering cross-country road trip. They stop for the night on a small southern town. After a few drinks, Sue gets in a fight with a local girl and sends her to the hospital. Janice tries to stop the police from arresting Sue and both end up in jail.
To their horror they discover that women who break the law are sentenced to immediate shaming and punishment by the townsfolk and auctioned off to serve as bond servants, literally, submissive sex slaves, to whoever buys them, under the Female Justice Reform act.
Jan and Sue are arrested and sentenced to two weeks of shaming and punishment and one year of servitude. Steel collars are locked on their necks and their clothing is removed for the duration of their punishment. The police are free to use them in any way they want as part of their punishment. They are shown to the locals and put on bondage devices in the police yard where, for several hours a day people can pelt them with girl shot, paper covered balls of colored mud.
Despite the humiliations and punishment, Sue is introduced to the joys of girl-on-girl sex and the bondage and punishment force them into mind-blowing orgasms far stronger than ever before. What will happen to then when the punishment phase ends and they are auctioned to the highest bidder. Will the same person own them and what will happen to them during their year of slavery?
